yes,1.06 e384 .Those mods show as being in one playset. Yes, the ASD playset is empty so presumably they are in the Initial playset. Make sure that is disabled too.
If that's okay, what is the version and MP checksum down the bottom-right of the main game screen? They ought to be 1.06 e384 .

If so i don't know what is causing this to you. Can you connect this computer to the internet via a VPN, or failing that a mobile phone hotspot, as a test?
Can you join any that are not private like that? NO NO NOIn that list of games, most are password protected (the key symbol). You cannot join those unless they tell you the password, ie you are invited.

Can you try with the ServwerID option instead? Or invited from a Steam Friends list?
And, can you successfully host a game and have people join it?
I living in japan and I have same problemI have to admit I'm running out of idea on what could cause this to you, but so far as I know no one else - as you can see there are many games of it being played MP successfully!
I did expect this to be a firewall issue (given your location!) so I am surprised the VPN didn't help. Did you set it to a few different nations, the USA in particular?

I'm not sure that strictly follows, but to answer your question: a network tracing tool like Wireshark could tell if it is somewhere in your network. This game uses the Nakama external MP hosting service, as do EU4, HOI4 (optional), Stellaris and CK3. if you have, or have access to, any of those games, do they have the same problem?
