Those mods show as being in one playset. Yes, the ASD playset is empty so presumably they are in the Initial playset. Make sure that is disabled too.

If that's okay, what is the version and MP checksum down the bottom-right of the main game screen? They ought to be 1.06 e384 .

That is as shown in the game, NOT in the launcher?

If so i don't know what is causing this to you. Can you connect this computer to the internet via a VPN, or failing that a mobile phone hotspot, as a test?
 
In that list of games, most are password protected (the key symbol). You cannot join those unless they tell you the password, ie you are invited.

Can you join any that are not private like that?

Can you try with the ServwerID option instead? Or invited from a Steam Friends list?

And, can you successfully host a game and have people join it?

I have to admit I'm running out of idea on what could cause this to you, but so far as I know no one else - as you can see there are many games of it being played MP successfully!

I did expect this to be a firewall issue (given your location!) so I am surprised the VPN didn't help. Did you set it to a few different nations, the USA in particular?

Before the update, I can still join other people's games, but after the update, I can only create it myself, but trying to downgrade back to 1.03 has no effect

Considering that VPN does not work,I don't think it's a state imposed limit ,Is there any way to help me identify the problem?

I'm not sure that strictly follows, but to answer your question: a network tracing tool like Wireshark could tell if it is somewhere in your network. If it is in your ISP or further down the line, that's really beyond my experience and knowledge to diagnose.

This game uses the Nakama external MP hosting service, as do EU4, HOI4 (optional), Stellaris and CK3. if you have, or have access to, any of those games, do they have the same problem?

I think it may not be a network-related problem, because when trying to join someone else's room, the time between clicking the join button and popping up (connection failed) is too short. I will try to use wireshark to capture packets later to see if the request is successfully sent .
 
This is the result of my packet capture. After I clicked on the multiplayer game, DNS got the address of paradox, followed by normal TCP handshake and TLS handshake. It seems that the network connection with paradox is normal. What is the specific reason? Don't know either, I hope this pcapng file is helpful to you guys.

I hope the content of the captured packet is helpful to you, because I can't see what happened after the specific content is encrypted.
 
I'm sorry if I gave the impression that we are qualified and able to analyse packet captures, we simply are not. I was just answering your question about what tools there are to identify such problems.
