I'm sorry if I gave the impression that we are qualified and able to analyse packet captures, we simply are not. I was just answering your question about what tools there are to identify such problems.

This game uses the Nakama external MP hosting service, as do EU4, HOI4 (optional), Stellaris and CK3. if you have, or have access to, any of those games, do they have the same problem?
I think this may be a bug.

If it is a game bug, why is it not affecting everyone, even though they have the identical game version to you?

Try reverting to previous game versions in the Steam Betas tab for the game, do you still see this issue? Of course all players would need to be on the same version.

It's not a bother, it's my job. But I'm struggling to see what else we can look into to help you diagnose what in your system or environment is causing this to you.

Do you have any other machine in that network you can test this on?

How about fro some other network in a different location?

I am in China, but not Hong Kong. I have been to other parts of China, whether VPN is not used or VPN is used, on different machines, but the system used for these operations is Windows 10. you will be prompted that the connection failed.

when trying to join someone else's room, the time between clicking the join button and popping up (connection failed) is too short.

The window will pop up immediately.

After using VPN, my Paradox Launcher can update and log in to my account normally.

Which proves there is a firewall issue here! But why using a VPN gets past that firewall for logging in, but not for MP play, I cannot understand.

I was reading today that they have ways of blocking access even when VPNs are used ... do you have more than one type of VPN you can try?

VPN is not very useful for firewalls, so Chinese people generally use programs similar to VPN, such as Shadowsocks, Clash and other tools

Our older game Crusader Kings 2 is free to play on Steam now, and uses the Steam MP service. I'll guess you need a VPN to play it MP, but does that work for you?

I don't think it has a formal name, it just means that there are games like our earlier ones that use Steam servers for their MP play. I'm not sure why its name matters here?
