Help! Cannot connect to IP address

When I try to join a MP game it says "cannot connect to IP address".

I read on this forum that I need to open ports 2300-2400 and 47624, but have no idea how to do this :)

I do not have a firewall running BUT I am going via a proxy server (which my housemate set up :rolleyes: ) . My PC is win2k and the proxy is win98.

Can anyone explain how to make sure the required ports are open?
