Help Cannot Get Alliance Option!

I can't seem to find anyone to ally with (guess I don't know how to make friends ). I have researched FAQs on how to find leaders of alliances and made sure I approached them. I have tried improving relationships to 200 levels and using Royal marriages.
What am I missing?

p.s. I did annex Scotland so maybe I am 'badboy' but I did have a causi belli.
p.p.s. I am in alliance with Spain. Does that restrict me from any further alliances?

note that I am not complaining about refusals..I can't even offer alliances!

You can only be in one alliance at a time. End the one with Spain and you should be able to make alliances at will.
