You require wood in the province if memory serves right. You may also require a shipyard building.
I would also recommend posting any questions in the main Rome forum page these days. With fewer users prowling this forum now, posting in the sub forums will probably not get noticed.

I should mention you can get the wood there using trade routes with a province that supplies wood.
And cloth I believe makes boats cheaper, but does not allow you to build them in and of itself (Memory is really shaky on this part).
