Please check for the NoCultureGroup bug http://www.europa-universalis.com/forum/showthread.php?t=387866 . Also try deleting the files only in the Rome/map/cache folder.

Now I have to install the game agian and IT WONT INSTALL

Dont worry about the install thing i was able to fix it but the map/cache folder ruined the game when i deleted it and im still having the same crashing problem with it. Any other ideas on how to fix it.

did you delete the folder or the files in the folder?

The game should write new files in there when it next starts up. Is that happening? If not we may have to ask you to do another fresh install, I'm afraid: uninstall the game, manually delete the game directories, and do a fresh install into a new directory outside the system path, like c:\games\rome .
