Created a new mod where Haiti would have sugar plantations instead of tobacco. In the mod, replaced the buildings for central america in the common/history/buildings folder. For the state of Haiti:
  • Removed the create_building tobacco plantation building (level 2).
  • Added a create_building sugar plantation (level 2) -- I copied the code from other plantations to make sure not to mess up.
  • I also edited the pre-existing trade route to France that was exporting tobacco and replaced it for sugar.
Starting the game, the level 2 sugar plantation is there, but also the tobacco one. It did not go away. Any hint on what I'm making wrong?

Edit: I checked for any error log but it had nothing.
 
I mod it myself to reproduce this error but it works fine by me. It's Turkish but you can see it is not tobacco but sugar plantations. Also trade is now sugar not tobacco. I send the save file, pictures and the modded files itself to you so you can use it.

I assume you already figured it out but you need to edit the state region file for the state in question in "\Victoria 3\game\map_data\state_regions" in that file it is decided which plantation types are allowed to exist in any state (in the arable_resources line).
