Help< what is the deal with "Controlled and Owned"

OK, I play Russia in the GC, one of my missions is to Defeat the Kazan Khanate. So I invade the provinces and sige and win every town in them, including the capital. Now it shows that I control all of them, but not own them??
The only way to own them is to Annex the whole country with the offer of peace.
The manual states that you must place military uint plus defeat any remianing enemy units, I do this and I still cant OWN the country.
Does anybody have any ideas on what I am missing.

If they have a powerful ally, they might be holding out...you may perhaps have missed a province...or I might just not know what I'm talking about. If worst comes to worst, just take three provinces and some cash, and come back to finish them off in 5 years.

If you've gained control of all five of their provinces, there should be an option to annex in the peace negotiation screen. If this option doesn't exist, then you must not have gained control of all of their provinces (including any they might have gained control of from you). If they're refusing your offer of annexation, then they must have a powerful that they expect to rescue them.

Peace offer

If they sent you a peace offer while you were fighting them then it appeared in the upper right portion of the screen. You have to deal with their peace offer before you can make a peace offer of your own. HOWEVER, if you have done some saving and loading during the war then the tab with the peace offer in the upper right will disappear. You still wont be able to offer peace until that offer from them expires... even though you cant see it, because you loaded a save. Just wait a month or two months and the offer peace option will appear in the Diplomacy menu.

I've read in an old post that you must be the country that started/declared the war to be able to annex a country by force.
