Help with Resources

Playing as Texas in VIP .4 I recently conquered Haiti and the Yucatan. I have a huge debt and I have to have 100% taxes and 0% expenses just to get an income of .4. My debts like in the 30k range from the years of deficit and high spending due to those events texas gets to buy this and that. I figured once houston gets sugar Ill be able to slowly pay it all back I was wrong. The provinces in Haiti and Yucatan have good resources (coffee Tobacco etc) and would make me a lot except I make no profit from them. Why is this and when will this change? The yucatan provinces I have cores on and in Haiti I even have some Texas pops working in the RGO. Yet I make no profit from any RGO outside Texas proper. If I could make a profit I would be able to easily pay off my huge debt and continue my conquest of central america.

you need to have clipper or steam convoys running to get profit from overseas provinces... now if only i could remeber how to set them up...
