I've played the game a bit now, and recently I discovered there is a option under the one about exchanging maps in the diplomacy screen (not the send tribute one but the other one). In german it says something like 'Darlehen Anbeten' or something. I tried pressing it of course but coudn't figure out exactly what it did... Anyone knows and care to share with me ?

This one is only for multiplayer: 'propose loan' to another nation, with possibility to define rate, etc.

I guess the AIs pretty smart then. I'd sure as heck not take a loan from someone with the nickname of 'THE IMPALER'. :)

I don't think that the feature has ever been properly implemented. I tried giving the best of bargains to my nearest allies a few times, but so far everybody has refused.

I think that at least the cost of an offered loan is considered by the AI. I'm afraid sofar I've just got one example to back this up, so I can't be sure whether it was a coincidence or not.
Austria at war with the Turks (neither one my ally, bad relations with both) looked as if it needed some help (I wasn't keen on seeing the Turks take another bite out of central Europe). Austria had just fought another war together with it's feeble ally Sachsen, so it was in rather bad shape when the Turks came marching on.
I offered them a loan, small then big, at ever lower intrest rates. Only when I offered the money at 1% intrest they accepted.
Obviously the AI is not keen on financial assistance, even when in dire straits, but ofcourse our bad relations could have had an influence also.
