This kind of thing is ususally not associated with a particular program.

Check your power managment settings, THen run a diagnostic on your board, checking for temperature of CPU, fan speeds, power usage.
 
It really depends on what kind of Motherboard and BIOS you are using.
You may be able to do it in CMOS but you may need a diagnostic program.
For instance one came on a CD with my Motherboards. (ASUS)

If you do not understand any of this you will propably not be able to undersatnd what the diagnostic tells you either, so better to get someone who knows more about computers to take a look.

But does this only happen with Vic?
 
Does it happen at about the same time each time it does happen.
Example:
30 min after you turn your computer on,
30 Min after you start the game.
When you take over another nation,
...
 
Really, a missing bracket caused your system to completely reboot?
 
Now that is more or less what I expected.

That may give a clue, leave your system on for a while and watch that, but if your system is not doing anything, it may be a little decieving.
