for those of you who figured this out, please disregard
for those of you who havent.. here goes
so yea.. i just realized to my dismay that you basically have to consider each dome an entity entirely unto it self
say for example you need power.. well i built a bunch of fusion reactors all next to each other to have a nice aesthetic, does that work? nope, 1 fusion reactor is full of people on all shifts, the others empty, i had to destroy them and move them around near each dome to get them full, the game should factor any job anywhere on your colony
example if i have 3 reactors near Dome A but not enough ppl to fill all 3 shifts on 3 reactors it should look/search for people in other domes.. frustrating, but until they fix these bugs at least you can work through them by placing resources strategically next to the other domes , i imagine the same happens to all the other "worker" based facilities also
