I think the consent is given when you install game which uses the launcher. So.. Don't install the game if you don't want the launcher.

not talking about the game specific launcher, (like vicky 3 launcher, Stellaris launcher etc), but about the paradox launcher,
I don't need it, I don't want it and it will definitely not make it popular with me to receive it as part of some random update

You do realize that Vic3, Stellaris, and every other currently maintained Paradox GSG + IR launch are using the Paradox Launcher v2. Go ahead and remove it and try to see how well you can toggle DLCs or update mod playsets.

These are the same installation of the same app, just run in two different modes. You can't have one without the other.
