Description​

Inca's "High Altitude Adaptation" estate privilege doesn't apply to provinces from an annexed vassal.

Steps to reproduce​

Play as Cuzco, grant the burghers "High Altitude Adaptation", vassalize and annex a vassal, and check the province modifiers.
