Gentlemen,
our air defense is really weak. We have only two fighter wings to protect thounsands miles of our borders and coasts.
This is not enough.
We should start with slow buildup of fighter force. Our final goal is to have 4 fighter groups, with 4 fighter wings each. This groups should be led by Air Generals (as we do not have enough Air Marshalls). Be the war declared, Air Groups should be reinforced to 6 air wings each.
The secont issue is the fact, that our fighter planes really needs modernisation. I saw the projects made by Hughes, Curtiss, Douglas, Boeing and Vought factories, and I think that Curtis can provide us with the best solution.
I think we should provide government grants for our research labs and industry.
(We need 1000+ HP Engines, Medium Single Engine Fgt Airframe and 20mm Cannons to build Basic Air Superiority Fighter - Curtiss P40 Warhawk)

As for votes seidita and bigdan did: what 5? We have only one proposal now, made by our Secretary of State. The one I put in was only example, so you can see how I need to get it.

If he resigns, president would be chosen from Wolfhound, Seidita or Warman-mx. In this order. If they don't want to take the office, we'll make president from first person who applies and is ready to do something too. New (or old) president confirms/replaces commanders and we can launch it for real.

3. Lower production for now to the bare needed for current projects.
4. But as many ICs into Research as possible, and concentrate on Submarines and Aircraft Research, including Naval/Air Doctrines. If any extra IC, develop Electronics, Infantry and Tank tech, and Land Doctrines.
5. Build Naval Forts on Pacific Islands and possibly the Coasts.
6. Eat your vegetables.
