Sidestepping the game rules in this particular way is something we try to do rarely and for existing events mostly when there was something special there in regards to both the rulers legacy and the way he/she got into power (see Napoleon or Sher Shah Sur).
The women in history events are a bit different in this regard but they are after all optional and meant to allow a bit of a detour/what if.
I can't speak for the designers on whether this could be done on a larger scale but I doubt it.
There's of course nothing to say it might be done for a specific situation where it might be justified (like the exceptional cases we already have in the game). There's always a fine line between flavor and too much railroading though.
