I've just throw this up here in case i miss some things in the frame work.
The idea of this little mini thing is to add a new Government Type; Hive Mind

Not 100% it will work as i want it to do. But its worth testing and a try :)

Would love short lived but it seems like it'd be a boost to autocratic governments that get special buildings/ships/stations once per ruler.

Would the 100% happiness bonus mean that it would give every pop regardless of species at 100% happiness and getting a bonus on all production and research?
 
Nope.
Happiness is calculated for every pop, not for the whole planet.

In this case your race would be tremendously happy but the absorbed vasal pops on the same planet can be unhappy as f**k.
Also keep in mind happiness is capped by habitability so the 100% bonus is not that overpowered as you may think.
It basically means the pop is as happy as the planet allows which in itself is powerfull, but it is hard to get the pop unhappy in the first place. This maximum happiness "only" happens a lot earlier than under normal circumstances and may or may not reduce the priority to research/build happiness buildings.

A brief warning about custom government modding. A lot of the default in-game events are government dependent, and will also have to be modified or there will be issues.

For example I tried playing as a Machine Consciousness government type, and the "Birth of Space Piracy" event occurred. Because the government type was not included in this event's scripts for a proper response, the window had no way to be closed.

Adding a government, and having it "work" with the game as-is, will require a lot more effort than just a single text file alas.

Would that really be a problem? I mean I assumed that the Hive Mind was biological/intrinsically connected to the starting species so it makes sense that conquered pops wouldn't be affected.

That's what was meant by this answer to the question if every pop regardless of species would be affected by the 100% happiness bonus.
 
I kinda think what you are going for would be more easily modded with just a Hive Mind trait rather then a new government.
I don't agree. Personnally I think a new governement would fit more the Hive Mind than a trait, at the condition of integrating (by roleplaying) new species to the Hive Mind.
