Instead of the Hive Mind rulers current +2% unity per level, they could instead provide +flat unity per hive-minded pop per ruler level, probably somewhere between 0.1-0.2 would be reasonable

This would be able to more thematically represent the Hive Mind’s control over it’s drones increasing as it grows stronger, and provide them with an alternative to political factions producing unity in individualist empires.

The "average" individualist pop has +300% political power, so they make 0.6 unity each (if the faction has 100% approval), or more realistically ~0.5ish.

Hives already keep up quite well with individualists at unity. Working the capital jobs and building a monument has a hive (which grows ~50% faster) planet neck and neck with an individualist empire with faction unity and politicians.

Some things have changed in the time since I last did those numbers (notably, amenities became basically free, so evaluators are no longer basically free jobs, as there are no maintenance drones to replace), so it may be different.

But even so: the hive will have ~1.5x as many pops, if not more. A level 10 hive ruler making 1.0 unity per pop would then be making 3x as much unity just from existing as a individualist gets from factions (which they must keep happy).
