I have not had control of a Hive World myself yet, but: check the specialisations available. For "city" districts that's generally where most of your research/unity/alloys come from. But the districts on Hive/Machine worlds can also be specialised to produce the basic resources I believe.
If you mean the lower three districts, you need to build one to unlock the specializations and then do so.
The city districts are still 2x as powerful so you want to rely on them as much as possible.

People really don't seem to be grasping how the new city districts work.
I think it's a tooltip problem. The tooltip for building a city district should show what it's actually going to do including the effects of specialisations on the planet not the unmodified effect.

there is no doubt the new ui is awful
the actual mechanic change have some decent idea and can be fixed eventually
not with this insane ui
