I would like to play an Scenario where Germany is United, and Italy as well... and so on. like Europe looks like now. how do i make this kind of scenario,, i dont get it. how can i chose the provinces to be in the country and so on?
it would be like... ww1 or something... ok. the tech is a little behind :D but anyways. it would be fun...

is there a program or?

or if someone would like to make this scenario to me. it would be great. i do not care about the shields and so... so very much. i just want the map.

A bunch of work it is (my limited understanding)

You need to allocate provinces to the nations (germany, Italy) in the 1492 file. But this isn't easy as the provinces appear by number rather than string variables. What you would need is a 'key' that associates province by number. I'm sure DD and H have this all figured out already through many many hours of trial and error. You might wish to ask them for a copy of the 'key'. Here you can also set starting strength, tech levels and the like for your new nation.

The other thing is you need ot designate a tag for Germany or Italy and I wonder if you can create one.. I think you can steal one of the tags for some other 'kaput' nation to serve this purpose and designate it as the tag for Germany, like HEI=Germany or some such thing. This is in the csv file (which don't get me started, is a bear to muddle through). Here you can also add factories and ports to provinces and even change the terrain (swamp, desert).

I think then you need to edit the GrandCampaign.eug file so that your 'tag' appears there as a playable nation. You can also customize the features of your new 'major' here also.

I think that's the basic workings of what you have to do (n'est pas?). It is a lot of careful editing but it is do-able.
