Description
Played as Russia and icon popped up saying I can assign an industrial concern, despite not being able to do so.
It seems the game has issues with focus completion check (i.e. "Foreign Experts" focus), as it pops up after i reach 100 pp.

Thanks for your report. Since it's been some time since you reported the issue we've already done some updates to the game. Could you please check if after updating the issue persists? If so please come back with the information on what system you're using and please attach a save file. It will help us immensely!
