Description
The National Commonwealth focus has a requirement to either have Lithuania as a puppet with positive relations or to have high compliance in the state. The puppet requirement cannot be fulfilled because the focus also requires you to directly control all the states in Lithuania. The control all Lithuanian states should only apply alongside the compliance requirement.

Steps to Reproduce
Puppet Lithuania as Fascist Poland and get +50 relations to fulfil the puppet requirement.

All DLCs were enabled, which I ticked while making my bug report. I am not sure what caused them to not display in the post. I can confirm that I tested it on 1.11.3 and also the 1.11.4 open beta and encountered the same issue, with the small change of it now requiring fascism.
