Description
After communist Italy completes the focus united anarchist confederation, it triggers an event (BBA_italy_communist_events.06) to anarchist Spain to ask whether they want to cooperate. However, the event about anarchists' response to Italy is sent to anarchist Spain again, instead of Italy, resulting in the event having no effect to Italy as anarchists can't increase opinion or guarantee themselves.

Steps to Reproduce
1. Play as Italy and complete focus united anarchist confederation
2a. Wait a few days
3a. See error (you don't receive any events from anarchist Spain, but a world event fires saying that they agree)
2b. Tag to anarchist Spain and wait a few days
3b. See error (you will receive two events, one is Italy asking you for an alliance, and the other is you agree to an alliance with yourself.
