I have both, and while both are great games but also games that could get a lot of improvement, I prefer Stellaris at the moment. HoI4's lack of more depth fore government and politics, which is what I find the most interesting in WW2, is my main motivation, but something else that deserves to be mentioned is the unique and different feeling Stellaris has to it that is very engaging.

I would have to say Stellaris. It is still quite a shallow game, especially in the mid and late game but the next patch does look promising indeed. HoI4 has way too many issues that make it very difficult for me to recommend, but since you want to buy both anyways, I would definitely wait with HoI4 until it is more polished and patched up.

HoI IV is the better game than Stellaris as HoI's problems lie in dumbed down AI and mechanics, Stellaris has problems that can only be fixed through dlc. I believe by the end of this year, we'll see mods on HoI IV fix a lot of the problems HoI is suffering.

Still I think you shouldn't get either one right now, maybe if the games are on sale but not right now. The games are borderline Early Access titles based on the bugs and problems with the AI. I highly recommend you look into Victoria 2 and Darkest Hour. Vicky 2 and DH have been fleshed out for years with many mods like Kaiserreich (Alternate-History for Darkest Hour), NWO (Cold War/ModernTimes mod for Vicky 2). I bought Stellaris and HoI IV and regret getting them on release and would have much rather bought them around October or so. Anyway good luck.
 
I would go with Stellaris. While it doesn't have a ton of flavor, it's a fully functional game. I had higher hopes for HoI4, right now it's buggy and hopelessly unbalanced.

I have a lot of problems with Victoria 2's design decisions, and I actually thing it's one of Paradox's weaker titles. And Darkest Hour, welll, it for me has some of the exact same problems of HoI3 and 4 with the added problem of being an older game.

Also I tried both Stellaris and HoI4 thanks to a friend, and I feel people are overreacting at the amount of problems they have, and overglorifying the older titles.

Stellaris. New IP, more long-term potential, generally broader scope.

All you can do in HOI4 is fight WW2.

Neither both games in their current state has a lot of issues, HoI IV does not offer any challenge however it's fun to meddle with production, Stellaris is empty past certain period of time. Basically not very fun to play after initial exploration period.
All these issues could be fixed, but I would recommend to wait at least until the upcoming major updates go live. The state of both games would be a lot more clear.

I remember really enjoying that movie in the cinema when it was released back in the early '80s. After a gap of 30 something years, I watched it on DVD last year and it stank worse than a bag of rotting fish on a hot day. Some things just don't stand the test of time.
