Description
Captured the supply hub, built railway to it, but it never connecting to capital as it says. Waited for like a month. Tried upgrading. No railways damaged to the next hub downstream.

I've got the same issue here - Save attached, and repro steps are:

1) Load the (terribly named - the hub isn't connected, that's the whole problem!) attached save (as FRA).
2) Navigate to North Africa, near Casablanca.
3) Press F4 to bring up the supply mapmode.
4) Observe, as per the first screenshot, that the hub just inland of Casablanca has an unbroken and repaired rail-line to Oran, but is tagged as "not connected" - this is despite the hub in Marrakech (also visible in the same screenshot) being connected, despite also only having a connection to Oran.
5) Let time advance (it shouldn't take long) until the vengeful Free French Troops capture Casablanca, and stop time as soon as they do.
6) Observe, as per the second screenshot, that the inland supply hub that wasn't connected now is. If I was a betting person (and I'm not, because I'm not good at it, but for what it's worth) - I'd wager this is related to the supply pathing issues that are associated with supply not refreshing when a sea zone is blocked, although what they are in particular would take a far better guess than I can come up with.
