Description
I dont know if this is intended, once inviting trotsky in the mexican goverment he can be selected as chief of army but retains the bonuses and properties from pre-step back update and does not provide any army xp gain or requires command power to assign.

Steps to Reproduce
Invite Trotsky in Mexican government.
