Description of issue
Turkish AI Doesn't Know How to Go Down the Ottoman Path

Game Version
1.11.4 BETA

Enabled DLC

Do you have mods enabled?
(DID NOT ANSWER QUESTION)

Description
Before you play the game, in the settings, you can preset the alt-history path the AI will take. For Turkey, there is an Ottoman path, but for some reason, it gets a democratic path led by Celal Bayar most of the time. Maybe the AI is confused with the event chain or Ataturk's premature death or retirement might be screwing with the issues.

Steps to Reproduce
1. Set Turkey to become Ottoman before starting the game
2. Watch (may need to repeat)

Reactions:
Turkish AI doesn't know a lot of things. It, for instance, doesn't know it SHOULDN'T destroy its stability by spamming Kurdish decisions. It ALSO doesn't know that it should be Ismet Inonu leading Turkey after Atatürk's death, NOT Kazim Orbay.
