Description
US Focus Military Construction shows Oklahoma Add 3 Infrastructure *twice*, once is enough to max it.
Was it supposed to be Kansas, Oklahoma, and Nebraska? Anyway, it's not right as it is.

Steps to Reproduce
Load 1/1/36 US. Look at Focus. Note infrastructure level in Oklahoma (2/5)

Hello mavfin87,

Thanks for reporting. I want to let you know that the new update is out now. Could you please check if the issue still occurs even after updating the game? Cheers!

It was present in 1.11.4beta, and 1.11.3 was a very small patch, so unless they've changed 1.11.4beta further without changing the number, it's probably still there...but I'll check later when I'm not working.

I looked it up with the new c4c6 1.11.4, and while it's different...it's still wrong.

Still doubling up on a state. I'm guessing the intent is to add 3 infrastructure to 3 of 4 midwest states? It was doubling Oklahoma, now it's doubling Nebraska.

I had the same issue yesterday, but I believe the second infrastructure upgrade ended up going to one of the Dakotas.
Yeah, I think (guessing!!) that the intent is to upgrade infrastructure in 3 of North Dakota --> Oklahoma (5 possible states), but it keeps doubling up on one, and that's useless now, since +3 will max out any one of those states.

Hello all,

Thank you for your assistance. I've added this issue to our database, and our team will be looking into it. Cheers!
I came here to report this, so allow me to say what I'm pretty sure is the reason: as coded, the focus adds three infrastructure each to Texas, Louisiana, and California if they have enough slots available, and picks random replacement states if not. Currently, all three states have too much infrastructure for that to work, so three random states are chosen—but no check is made to ensure that no randomly chosen state gets repeated.

(The likelihood of this problem would be reduced if three other low-infrastructure states were made the default. For a solution, it might be easiest to simply add a total of 9 infrastructure across whatever random combination of states? Say, pick a random state with < 5 infra, add as much infra is available from the 9, and repeat until all 9 have been distributed.)
