HOI crashes when loading

Okay let's try some standard things.
1) Rename the AVI folder to AVI_back
2) Set the color depth to 16BIT
3) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.

Especially #1 for your situation.

You may have trouble in game because you have VIA drivers which are known to be buggy. They should not be causing this problem though.

The AVI rename does not have to do with th movies playing, at least not 80%.
THe idea was you needed to try all three things at the same time.
SP2 is probablely a good idea.
VIA drivers, not a lot you can do with XP. You could try a quick read through jpd's support FAQs, IIRC they do touch on the problem.

it may be a problem with service pack 2. the service pack closes all ports to communicate instantly and you have to open them manually, e.g. for internet, multiplayer games etc. there are many problems i heard from. the only way to decrease the problem, at the end of the installation, after rebooting, you have to deactivate the firewall instead. it may be, that hoi looks for free port to go online, if you want to play a multiplayer game. it may be, that hoi do it in the exe file hardcoded. there must someone from paradox answer this question.

Good luck, also remember the 16BIT.
You could also try setting both the desktop and the game to the same resolution, I would suggest the lowest the game can be set to.

Trying one thing at a time would better show what the problem's solution really was.

Not if it requires more than one of those things to be done to solve the problem.
If you just did them one at a time you would think none of them worked and leave in frustration. It has happened.
I do things in a specific way for specific reasons, reasons that have proved effective.
