Any ideas about possible conditions not yet fulfilled?

For example, what are "national" provinces? If they are Chinese cores, Japan may have to occupy 85% of Chinese cores, including those in hands of Shanxi etc.

Also, what does "random = 50" mean?

Well, the offset is 10 with 50% chances of firing when the conditions are checked, maybe the conditions were there but it just didn't fire this time. If it doesn't fire by May, there's probably something bugged then.

I'm not sure about the national being referred to cores or only to the provinces they had at first.
 
national provinces means cores. But if I get it right "lost_national" variable includes only those cores, which you aslo own (if you not own something, you can't lose it).
 
Japan own 48/61 provinces = 78%, not 85%. I just need to take 4 more provinces. It will probably fire in 20 or 30 days.
Japan owns 19/24 VP in china = 79%. more than enough.


National provinces doesn't mean cores. Only provinces Owned.
 
Does China have any divs when it becomes a Japanese puppet? Does it keep its army or does it even inherit divs from Shanxi etc? I don't think so but I just want to be sure about it. It is quite important for me to know whether China starts with no army in 38 or with 100 divs.;)
 
Depends on Japan choice in chinese event IIRC.

A keep Chinese army, but B and C doesn't.

Well, you are obliged to choose A to give Fancy a country to play! I guess he wouldn't be particularly pleased by choice between Shanxi, Guangxi Clique and Yunnan :D

You could also annex China via event and then release it manually. In this case China has no army so it is probably better to choose puppeting it in the surrender event.

There might also be some other factors like the resulting badboy for you but I don't know how these two ways differ in this aspect.
 
With the A even, china gets perhaps 60-80 more divisions...but bad sliders, bad ministers, bad technologies, bad doctrines.
In fact, the better choice i could do would be to wait 1939 and Wang Jingwei.
