HOI2 DD on HP Notebook, get Video Not Initializing, then Crash???

In the military and wanted to install HOI2 DD on one of the smaller systems owned being very versatile and such and which happens to be a
HP Mini 110-3700 Notebook. HOI2 DD installs fine however then get 'Video Not Initializing' error and then the game Crashes...Arghh!!!...have tried practically every suggestion that I could find on here and elsewhere and nothing seems to make a difference unfortunately???

I am presuming then that perhaps this system is just unable to support this game then or should it be able to handle it?

HOI2 DD requires a resolution setting of 1024 X 768

Most mini notebooks dont support that
