most likely photoshop, it's usually the standard for image editing

EDIT: That's for making the shields/flags that is, most everyone else uses paint or wikipedia for the source of their flags

Didn't know if you could tell, but I wanted the white with the blue dot on the other side, IE right top, in the pic with the shades of flags. Sorry if I wasn't clear.
