HoI2 Grand Flag/Graphic Request

Awhile back, someone (not Vax) did this for me:

Hi! Does anyone know where can I find the HoI2 flag templates? All links I found are dead.

edit: And shields also! And counters, and all the templates necessary to a new country. :p

Those are the right templates. HoI II uses the Victoria ones and such (read the read-me: it also explains in the action set). You need photoshop to use them, however.

Doing them by hand would me near impossible, it uses an action set for the waving flag.

Tomorrow I might swing by and do a couple flags for you guys if nobody has by then.

Assuming so, could someone very kindly make a basic HOI2 flag-and-shield of the below design:

It'd be much appreciated. I'd do it myself if I had the right program, but I'm not certain if that one action-whatsit made a while back works for GIMP or not...
 
Also, a question: Can someone inform me of an easy way to create minister pics? There must be one! Do I need GIMP? Or is photoshop elements (lulz) enough? I've got lotsa more minnie pics to make (altough I still want the 2 I requested to be finished) so I guess it's easier if I just learn.

EDIT: Also, another flag request, could I get a green-red-green flag with an axe in the middle? Same style as the ones I mentioned earlier.

I didn't have time to make flags today, maybe I will tomorrow.

I've been making all my own minister pics in Paint-- it's relatively easy to do. I just
-Crop the picture to whatever I want in the minister portrait
-Resize the pic to 36x50 pixels in size. If it comes out 36x52, that's fine, I can just manually cut that extra space out by manually resizing the cavas myself (ZOOM IN AT THIS POINT)
-Draw a 1-pixel-wide border around the edges of the minister pic
-save as 24-bit .bmp file

And you're done!

What a weird (but cool!) set. I am working on your last request at the moment. Do you want that same flag in the upper left? And what type of axe? Fascist axe? angled, ect?)

Thanks. No flag in the corner on this one. The axe doesn't really matter, but an angled one would be cool. Otherwise a fascist one would be okay, or even the Vichy one.

EDIT: Also, could I get another one of those flags with the one in the corner? I forgot about Romania :x
