What program are you flag-makers using to make your flags? Are there any such tools for GIMP? If I could finagle a copy of Photoshop Elements, would that work?

Hm. I know how to make the flags with the EasyFlagMaker, but I'd like to make EU3 style flags and the EFM hasn't got such option. How is it possible?
IMO the 1914-1917 Russia flag should be used if you want to do an AAR based on the Bolshevik revolution failing or not occuring. It looks cooler and is more historical.
