Technically you are right you can use anything you want but the modding community which Paradox supports heavily has allot of un-written rules such as asking permission to use the original authors work etc..... and in the past if people broke those un-written rules Paradox has stepped in.
99% of the time the original author will say ok but in some cases they have said no so out of respect you should always ask. They spent the time creating it and they may have had some specific vision for it and do not want that deviated or distorted in anyway.

I totally understand it is a respect issue, and by no means am I trying to disrespect anyone. If you noticed in my first post I tried to go out of my way to reference all sources and even went as far as to apologize for anyone missed. I am most definitely not trying to take credit for the efforts of many talented people, and again mean no disrespect! I am just trying to put together a compilation of a complete sprite pack that is easy to install and, will cause the minimal amount of trouble for people who may or may not be knowledgeable about the game mechanics.

After finally learning how to convert civ 3 animations to hoi sprites I have found out that 90% of the sprites in this compilation came from civ 3 conversions.
I apologize for the omission, and appreciate all there efforts!
that being said, I have sent out many PM's asking if it was ok to use there work. Some have responded, many have not. Some I might have missed, I haven't kept the best records of where every sprite came from.
I am close to finishing a v2 compilation all I need to do now is fix the German air unit x/y axis, and create the French close air support. Tonight I started testing in TRP. While looking at the tech tree, for air units, I noticed a dramatic difference between vanilla an other mods. Interceptors had six total upgrades, instead of ten, only two being turbo jets. Fighters had seven, only one being turbo jet.
If you would like me to continue working on a compilation for TRP, could you confirm the number of leveled air units in the tech tree.

4 turbo prop levels
2 turbo jet levels
fighters have
6 turbo prop levels
1 turbo jet level
close air support have
7 turbo prop levels
no turbo jet levels
bombers have
5 turbo prop levels
2 turbo jet levels
If I am going to attempt to create a sprite compilation for your mod I would like to be sure I have the levels right. If your not interested I will stop now.
