I'm Fidel Castro. Sitting around and smoking a cigar, living off the rich subsidies of the USSR. US can't attack me because that would lead to Nuclear War. I am generally awesome.

So one day I look at the Dominican Republic and I say to myself: "Alright. Those sons of birches are going down." ((Only I didn't say birch))

So I attack them with the intent to take over their country and add their resources to my own.

If the game works in a realistic way the Soviets would tell you not to start a war in the Americans back yard.

If you go ahead anyway your invasion force would be destroyed by US forces. Cuba itself would be at risk of an American invasion depending on weather Soviet forces are present on Cuba itself and how far the Soviets are willing to go in order to defend you.

You would probably still be able to try though.

BTW, Castro wasn't running Cuba in 1949. If you start as Cuba you'll have to watch for civil unrest.
