HOLDING CELL BUG "WE HAVE TOO MANY PROSONERS IN OUR HOLDING CELL"

I have started brand new prison (so there no prisoners here). In my holding cell is no any prisoners and suddenly game tell me that "we have to many prisoners in our holding cell". This game is so damage... please fix it.

Got that today aswell! Honestly I love the game but its beyond help on all platform's going green doesn't work properly either.
