Holy City of Kairouan reducing piety rather than increasing it

Description​

Playing as egypt, upgraded Holy City of Kairouan to significant level through a mission. For some reason it is reducing my piety. I have the privilege that increases piety, so Piety should be going up by 0.3 (0.1+0.2 from monument) but it is decreasing by 0.1 per month See screenshot

Steps to reproduce​

Play as a muslim nation with clerical ministers privilege get the holy city of Kairouan and upgrade to level 2.

The Holy CIty of Kairouan gives "+0.2 Monthly piety accelerator" which isn't always "+0.2 Monthly piety". The accelerator moves the piety towards the extreme. Because you are currently at -1 piety, it gives -0.2 monthly piety. If you would have positive piety, it would give you "+0.2 monthly piety".
