I was told to put my issue here instead of posting my issue as a bug. I purchased The Horse Lords DLC yesterday and noticed that although it shows up in my list of steam dlc for the game, when I look for it in the actual game it isn't there.

Can we see a screenshot of it in your Steam Library please?

Does it show in the game Launcher DLC tab?

Have you exited Steam and rebooted since buying it?

I have exited steam a few times also uninstalled and installed again

This one doesn't for some reason. It shows as its components in the launcher. The tooltips for them show you where they come from.
The ones that show as "content pack" are Reaper's Due, Conclave, and Monks and Mystics

And to be clear: it does not contain the actual Horse Lords DLC that lets you play as Nomads

OK Thanks, so it should be down as content in the launcher then ?, it isn't but it should be yes ?

The HL content pack isn't one single entity in the launcher, but all the parts are seperate.

You'll find the content in the launcher:
Mongol Unit Pack, Early Frankish, Early Germanic & Italian Unit Packs
Cuman Portraits, Songs of the Steppes

Back in the good days, when things were seperate and optional to use. *sad*
I'm getting grumpy just thinking about the changes in how they sell DLCs now...

I think the selling itself is fine. It's good that they bundle the content pack into the main DLC now. Having too much separate cosmetic DLC doesn't give a good impression either.

The problem is how it's implemented. It would be nice to still be able to deactivate individual things.

Well i said, "when things were seperate and optional to use", so it should be clear in this case, that i refer to the optional part
regarding activating and deactivating.
Whatever, really no need to discuss this. Just my own opinion.
Paradox won't change it back to the original DLC-policy 'sold' to us around release and in months after.
I lost that hope long ago.

I sense we are in the same boat regarding this anyway.
