Just reached this scenario in the campaign and am slightly confused by the first mission that appears. It states that money is a concern and there are loans to be paid off, but there are no outstanding loans on the Banks screen (screenshot attached). Should there be?

PS. I wasn't sure whether this belonged here or in the main section of the CiM forum.

What that woman says is not build while you play the game. It's a fixed text. She said 2 things: the loans and some lines. When you press OK you will see what she REALLY wants, and if you have that completed already, the mission will be completed automatically. Just press OK and see in the left corner, what you need to do.
 
Yeah, i know how to complete the mission. Its just when i read that there are loans to be repaid i actually expected there to be loans :p

I thought there would be maybe a couple of thousand already borrowed to give the level a slightly harder starting position (not be able to just grab a 30,000 loan and build a metro for example).
 
In this game, I learned not to give much attention to the stories those characters tell you. Just see what the bottom line of their request.
Storytelling is not the strong side of this game. But it sure is the best game I played this year.
 
The stories and the characters are just to give some mood, to set the ambient. Some stuff could be done to make the story actually changes the way you play. Using the current engine, a lot of stories can be made using the time line, adding constructions or removing buildings while you play. Maybe Tokyo will have that, because time line is a great feature. Imagine if the Berlin wall was constructed while we play the game? Means a complete restructure, very challenging and not boring at all.
