How can add mods to the game in the laptop because I'm New at everything so please can someone explain to me in details ?

Do you have the game on Steam? Then go to the workshop, subscribe to a mod, add it in the launcher.
If not, download mods from Paradox Mods or this forum. Here's how to install them manually.
(And note, you do want to install mods from Paradox Mods manually instead of subscribing, because it's bugged.)
In the launcher, you go to Playsets on the left, click add more mods, select mods. Then make sure that the playset is selected on the home page, below the Play button. Then launch the game.

This May sound stupid but what is the launcher and were can't I find it I don't think it comes from paradox or steam?

If you use steam, when you launch the game it opens the launcher.
I don't know how the game's distributed on other platforms, if you don't have it for some reason, you can download it manually: https://www.paradoxinteractive.com/our-games/launcher
What package contains most of all the dlc's and contents of ck3 including the Main game because I don't know which one is the top 1, and please can you include the link to buy it ?

Every time Paradox is working on a new collection of DLCs they make a chapter to pre-order them and get some extra stuff. They only happen for the duration of that chapter and never come back as there is a new one.
