Playing Core 0.40 as the Russians: I have the '39 Infantry tech and am trying to produce new Res '39 divisions. When I open up the production screen, there is a number of boxes across the bottom of the window for different brigades to check but I can't check any of them. Unlike other divisions, there is no statement that "this division can have x attachments". Is this intentional? Quite a few of the Res divisions that I got to start with have attached brigades.

Where in the models or save game files does it say how many attachments any type of division can have?
 
This is hardcoded, unfortunately. In 'vanilla' Armageddon, you couldn't attach brigades to milita divisions in the production screen.

CORE replaced militia with the much more useful reserve divisions, but the attachment restriction remains.

You have to either build the brigade(s) seperately and attach them to the division(s) on the map, or detach brigades from existing on-map units and reattach them after a 'redeployment' period.

If the "why not" part of the question is after a rationale, I think it's because adding a new tactical element to a division is no small thing. It requires training and familiarisation for the whole new formation so that effective integration is achieved. That's much easier to do in the homeland where the necessary facilities for this exist.
 
Cross-attaching elements in the theater of operations was a common thing for all the combatants in WWII. The Germans especially did this all the time, creating Kampfgruppe out of disparate units almost at will. The Americans also re-organized all their armored divisions in the middle of the 1944 northern Europe campaign. They certainly didn't have to load everybody up on transports, ship them back to New York, do the reorganization, and ship them back.
 
Cross-attaching units already trained up, yes. Which is why I believe the system permits you to pick up brigades dropped by other divisions in a theatre of action remote from home provinces. But starting from scratch with newly formed brigades was a different matter.
