How can I fix the "No Route" problem?

I've been building a prison and it's the first time that this problem has gotten so bad. I literally can't build anything in that spot of the map and since it's in the middle I can't finish my prison. Usually I can just restart the game or save my prison and load it, back up again and the problem would be fixed but this time both of those things dont work. Here is a picture of it so you can understand it better. Please if anyone knows what I can do about it tell me. Thank you for your time.

Put a door on the wall nearest to it. Don't build utilities or anything for that matter until the foundation is finished because the job queue goes in chronological order. if a job can't be completed the workers will usually stop along with the job queue. This issue doesn't occur when doing quick build or copying via quick build.
