How can I mod startiing situation Jan 474 ?

I know where to go to change province details (population, civilisation value, culture etc.).
But where can I change initial armies and navies, treasuries, diplomatic relations ?
( I feel that Charthage's navy is a bit weak - they where ruling the waves in the western meditarranean at that point.)

Starting situations is modded in history/provinces/ for each province seperately.

Armies, navies, treasuries, and diplo relations is calculated by the game automatically AFAIK. So you can't mod those. But making provinces richer will of course generate bigger armies and navies. I guess you could make a work-around by making an event giving Carthage more ships.
