i posted on this in replies in scenario and general...
for china, japan, korea, ayathayya, dai vet, mysore and hyberdabad...changing state religion will allow building of city improvements...the tech tag only speeds up and slows tech research by varying degrees..recommend using shiite religion for these to avoid giving your nation unfair diplomatic advantage with europe <diplo annexing should not be an option for you playing these nations nor should the points for vassals and marriages> although it is tempting for me at least to play china as orthodox to get colonists

..i just willingly withhold from using the diplomatic options to expand so as to not too much overbalance things>
for iroquois. inca and aztec their tags are hard coded limiting them from building anything...there are several basic things you can do to fix this..only 1 of which is key...go into the scenarion file 1492 igc... and edit by changing tag for korea to whichever nation you want < OHI iroquois, AZT aztec, INC incas> and taking korea's tag TRI and placing it where tag is for your nation...then change the religion as you would for china/japan etc and or tech group this will allow you to build except for a few visual problems...
Next to fix the visual problems if they bother you...go into text.csv bout half way down is listing of all nations...swap tags there the same way you did in scenario..this will correct nation name in game...ie your aztecs will no longer be called koreans...next go into gfx and shields/flags//in both of these folders are the icons for your nation...rename your nations to shiled _ flag_ then go to korea and rename it to your nation tag ie from shield_TRI to shield_AZT then go back to your nation and rename it to shield_TRI..make sure under shields to also do it to small shields as well..this will correct your nation flags and shields..leaving only armies...you can fix this as well by requires a lot more naming renaming...i usually leave this part alone. Now you have a playable nation or do you?
Next is spicing things up for playability..first off you need also to swap the buildcosts.csv after you swap them with korea you will notice you cant build anything but infantry...so edit the costs to something not too outrageous i use C;B:A;A;-;A this will allow you to build warships and transports albeit at high cost plus cavalry you might make infantry D for the aztecs sicne they had soooo many ground troops even if they were low tech..and maybe C for iroquois for their cavalry <being in same region as some of the plains tribes you will colonize and recruit >
second you need look at cities...you will notice iroquois have no cites only colonies...edit their pop values in scenario file to say 5k for capitol and 3k for each of your other cities..this will give you a chance..plus raise your infrastructure up to 1 and land tech to 1..this will allow you to build forts and buildings < you start at 0 tech where you cant> you change this is same palce you change tech...at end of list land= naval + etc make sure group = <choice moslem, latin, orthodox is present not pagan> i also edit colonists giving each of these a 6 to start for some expansion purposes
i will often use orthodox under same restrictions as i play my chinese to allow for further colonies...or you can edit the colony.csv replacing TRI with your nations tag in it..which will give you a few reguardless of religion...except for iroquois till you get to coast which is why i start with 6 colonist..and when game begins i use cheat window to do event 59 and get a conquistador to explore east to delaware and start making a city to get future colonists..warning if you play as catholics..make sure you can afford forts right off..or spain will just walk in and annex any of your lands that do not have forts you can edit the gold for this..i often give aztecs and incas 2k gold to start because they are supposed to be so rich..and incas i raise to 1000 not because they are rich but because they need to have cash to colonize and build forts..and with such small cities they will be very slow to build this will give you a fighting chance
make sure before you do any changes to copy the original files <buildcost.csv, text.csv, flags folder, shields folder, scenario file, colonist.csv, armys folder <assuming you go change that part> to a safe folder before making changes so that you can swap them back when you wish to play the regular way
also last but not least ..unsure specifics you may want to swap leader files so that generals are correct i usually dont change them since as incaz aztecs etc i dont get them anyway..but unsure if korea does> i chose koreas tag sicne korea never seems to be active anyway being there solely to draw dow's from nippon every 20 years..changing her info doesnt hur tkorea in the least so it doesnt affect the balance in the area
