I'm curious as I see in certain mods its been done, could I just copy and paste the ita_1936.ai file and then edit it to ita_1939.ai?

In the scenario.txt of each county, you may actually tell AoD which AI file to use, like here for Nationalist Spain in the SCW. You can even do crazy stuff like giving Albania the Japanese 1944 AI. :)

Thanks, but when I look at the germany.inc file in the "1936" folder, there's no "ai = " line, so what happens then?
 
Then it takes the <Tag>_<Year>.ai file.

Note that you also need to consider the "switch" ai files; these are "switched" to based on ai events (see the events folder).

Yes, but the 1939 scenario will load up the ita_1939.ai file discarding the ita_1936.ai file, methinks.
There is no ita_1939.ai file in 1.04 AoD.
