new to the game, would like to get a grip of the mechanics in a safe game where I can ignore the military but I can’t find military tactics in the save files. Would anyone know how to find them?

So you want to play a game without war or worrying about being declared upon ?
You can simply use cheats instead to win wars instantly. "debug yesmen" should do.

Why should military tactics be in save files ?

I was thinking along the lines of demolishing enemy stacks, if I cannot change tactics in the save files could you direct me to the appropriate file if possible?

They will simply build new ones or call the conscripts. Pointless.
Just use "debug yesmen" to get your diplomatic demand accepted , then enter debug yesmen again to undo until you need it.
Not sure if debug in front of yesmen is currently actually required, but that's what i remember.

I have no idea what you mean to do with tactics and i don't the get impression you do either.
You can as well sleep the AI of a county, if you don't want it using its armies by switching to it more than once by TAG [TAG] command.

If you actually are only interested in messing with tactics for modding purposes, then please ask in the modding subforum, for instance here
 
Sorry I'm late, but demolishing enemy stacks is as simple as thus:
1) Navigate to the country (I do this with Capital=####)
2) Navigate to the army section
3) Delete away.
