As far as I know then it is just one more bug in the game at the moment.
Trying to pander to all those complaining that they had no disasters in-game when wanting them (another bug!) then the developers introduced free disasters also to those not wanting them while at the same time not really giving them to all those that wanted them. (all part of a recent free bug-date)
Makes sense to you ? It does not to me !
Anyway , more people over at Steam have complained that they have disasters even with the "no disasters" option set !.
However the developers haven't officially recognized that bug either...
