How do I get a trade center

I have just started playing EU and I started as England in the grand campaign. I noticed that the trade center all my provinces used was Flanders. I was wondering how do I get a trade center of my own in England

Anglia usually gets its own COT after u build a few colonies in America.

 

[Dark Knight]

A COT will appear in Anglia within the first century of the game. In areas outside Europe, COTs will appear in the more populated colonies of a region.
