If you dont have winrar you can manually copy paste the files from the downloaded directory to the main game directory. Then say yes to overright all.

Winrar does the job but is not userfriendly enough for some people. To help those who have trouble using it I have made a simple setup file that you can grab from www.mdshome.com.
This is NOT an official setup from Paradox but rather one I made to simply the installation for myself and others.
Now that Paradox released a full setup with the 1.3a changes that should of course be your #1 choice.

To be clear people use these programs at their own risk, these are not programs provided by Paradox.
If you want to avoid the need for the hot fix, simply download 1.3A direct from Paradox.
